Meis speed of hand seals is second to none, Sakuras best speed feat is the shanaro jump, which isn't very fast.
Mei catches Sakura out of the air with a water dragon or yoton yokai no jutsu, which the latter isn't able to dodge being in mid air.
After that she finishes her with acid mist or another lava jutsu.

She was able to blitz Ino in PT1 who was 1.5 ahead of her in speed and she was able to catch up to a Juubi clone she sent at high speed.
She rushes in and evades her first attack she then uses this to her advantage to boost her speed via Chakra and blitz her with a Shannaro.
Acid Mist get's Dispersed by punch to ground if Mei has a chance to utilise it.
Scenario 1 is a destroy.

Do you really think that Sakura is able to blitz mei, a kage level shin obi who reacted to madara uchihas attacks with pure speed of forming hand seals ? Mei definitely is able to react to sakuras speed, no discussion.

When Sakura is in mid air using shanaro she is vulnerable to lava style or water dragon which catches her out of the air smashing her to the ground (lava even could finish her directly) Shortly after this Mei uses acid mist to melt her away.

Um, actually, Obito offered to wait until she healed them. She didn't want to as she wanted to use all her chakra (most) to save Sasuke. She could have easily recovered from that but she didn't choose to.
