Sasuke's full power was with the Bijuu, and without it, he can't beat Naruto, who can use his Ashura's Avatar without any external help (in the same vain Sasuke needs the Bijuu for his). It only further continues as they get older as Naruto has all of Kurama, furthering powering up his Avatar (more chakra, larger, likely physically stronger), whereas Sasuke can't use Indra's Arrow or his Bijuu PS without the Bijuu.
