Kakashi takes this.
This is a no knowledge scenario, which usually works to Kakashi's benefit as he tends to be the more cautious fighter. Kakashi almost always opens fights with Kage Bunshin when up against an unknown, and I see no reason he won't here. Konan is vulnerable to the text-book Doton + Bunshin feint that has worked on insightful Dojutsu wielding opponents such as Itachi and Pain.
Even if we assume she doesn't fall to that combo, Kakashi has ranged jutsu at his disposal; namely, his Suiton dragon, Suiton vortex, and Raikiri wolf, both of which have excellent reach and can feasibly hit her. If she chooses to camp at out of range, then Kakashi simply Dotons and does the same - waiting it out will have no winners, so eventually someone will have to get within attacking distance and Kakashi dominates almost all ranges except the ridiculously long ranged.
As a side note, any and all stamina arguments against this version of Kakashi are laughable. War Arc Kakashi had Sharingan active for an entire day, used 8 Raikiri variants, 2 Kage Bunshin, 5 Kamui (of varying sizes), and a Doton Wall before needing his chakra refilled. Taking away those Kamui shots and passive Sharingan drain leaves him with a massive amount of chakra he could otherwise use on more practical jutsu.
The argument that he can't use Raikiri is also stupid. Perhaps he cannot use Raikiri while running at speeds paralleling 6 Gate Gai, yes, but saying he can't use it at all is nonsensical as it has the same delivery method as Rasengan, a kunai thrust, and pretty much any other physical jutsu yet none of them need Sharingan.
Basically, all he needs to do is not Shunshin while using it and he'll be fine, just like every Rasengan and kunai user in the world (a category that covers pretty much every single ninja). Furthermore, the novel gives him a Raikiri-esque technique in Raiton: Shiden (some sort of purple Raikiri based on the description), so even if stubborn posters want to deny him Raikiri, this new Shiden jutsu still exists.
Overall, yeah Kakashi dropped a lot from the level of his Mangekyo spamming self, but if we're comparing Kage Kakashi with 3-tomoe Kakashi, there is hardly a difference. 3-tomoe Kakashi has better reflexes and Genjutsu offense / defense while Kage Kakashi has a significantly better stamina pool. I still think 3T War Kakashi is stronger than current Kakashi, but nowhere near to the extent I am seeing people imply here.
