The circumstances at which shisui lost his eye are unknown, yet in suspicious manner you state danzo>shisui while even anime shows bunch of anbu plus shisui holding back and the factor of huge cool down window.

Rinnegan Indra was never possible without Ashura's DNA but RSM is achievable without Indra's eyes.
