It makes sense given the fact kyuubi tore up the village, plus its a good plot device, giving naruto a rough childhood and having to earn the respect of the villagers makes it that much better for when he finnaly does.

I don't remember seeing anyone helping Sasuke when his parents/clan died. There was manga panels of him sitting alone in his room, the only people that truly cared were fan girls who wanted his D.
