Kakashi was in the anbu while naruto was growing up, not the ideal position to be in to watch over a kid. Jiraya is known for his shinobi vices and was a traveler while gathering info for the leaf, again hardly the ideal person to be watching over a kid.
Hiruzen though is probably the biggest offender. He did honor his promise to kushina to keep naruto safe and did try to make people not hate naruto by banning them talking about him as the nine tails jinchuriki. Still he could have done more. as the hokage sure he is busy but he is always in the village except when on leave for kage summits. He should have taken better care of naruto. If he had naruto likely wouldn't have had to do all the pranks he was always getting in trouble for.

she was when she ate the chakra fruit and started all this mess lol.
They are all care for naruto indirectly, also naruto is top secret. The third also tried to lecture Iruka about the incident and Iruka become naruto family from then. In the end they all become his sensei, no there is no need to bash them. We only see the time line when Naruto and his crew going on a long journey, so dont jugde when thing is not clear.

Madara and Sakura
both passive-aggressive characters, massive liars, nasty manipulators, huge obsessive tendencies and behaviors towards a special someone whom basically ignored them most of the time and last but not least, obvious mental and personality disorders xd
