This is just ur fiction, there is no proof for u to say hashi lower than madara. Even madara himself said that if tobirama has full power, things will turn out differently.
If you really want a fair fight, take out hashi cell from madara, it's ok to let him rinnegan. And we shall see how madara body can handle the rinnegan.
Even with hashi cell and rinnegan, there is nothin make madara superior vs hashi. Maybe let madara train more to improve mokuton, then madara can surpass hashi in full power.

Here for your short answer. Your limbo thing is just invisible clones, which is useless vs ultra long range high sensor combat. Hashi will never out of chakra or tired.
