Any Hokage who is not a medical ninja would have done better than Tsunade,not allow the village to be levelled and save people from dying in the first plac.e.In Tsunade's case what was happening was the fact that 20 people were dying every second and she was healing 20 rendering her work useless in the end

It sounds like you're trying to place the blame on Tsunade for letting Chō Shinra Tensei happen. With any other kage except Hashirama or Naruto, it would have happened anyway, and it would have been a lot worse because a lot more people would have died.

Tsunade angered Pain by talking back to him with arrogance and hence he resorted to Shinra Tensei .Had she realised her limitations and kept her mouth shut he would have left without destruction probably.And had it been Minato or a any other attack style Hokage they would have at least kept Pain occupied till Naruto returned

She went into coma trying to save people from enemy's jutsu and left the actual fighting off the enemy to someone else. People still died and the village got leveled because she didnt do it properly.

Hiruzen for example did something great as a kage that Tsunade would have never done because she's way too fierce and stubborn.

when he realized he could never killed Orochimaru, he took his arms aka his power forcing him to stop his attack, forcing him to run away from the village like a loser and giving time to the village to reinforce their security for a very long period.
his sacrifice was intelligent and strategic long term!!!

Hiruzen did better than her imo because like Radon87000 said, Tsunade made a freaking mistake with Pain the moment she opened her big mouth, this was a huge fail in term of strategy and what happened to the village after this was entirely her fault.

Heck tsunade could have prevented this by taking down pain immediately, if she had the combat oriented style as the other hokage. Tsunade was the hokage, and under her authority the village was obliterated and countless deaths occurred under her leadership. Trying to replace tsunade with past hokage doesn't ignore tsunade's failure in protecting the village, nor does it prove the other hokage could have protect the village worse than her. All types of factors would influence how the other kages would deal with Pein besides combat skills. Intel and speed/reaction to the event also play a huge role, something that was lacking in the this event. Heck 100% kurama TBB might have completely destroyed the village also, but minato prevented that, largely due to his combat skills and reaction to the event.

He actually wasnt there just to cause destruction without any objective.He was intent on finding Naruto so when he learnt he wasnt in the village he called off all his spawns from rampaging it further.Even Naruto remarks "I can see you are not like the other Akatsuki".Had Tsunade kept her mouth shut he would have left without any ado but what she did was talk arrogantly to him even telling him Naruto was stronger than he could imagine further annoyin him and he remarks "Such arrogance" and on top of that sent chakra to her feet to counteract his jutsu but Pain noticed that with his Rinnegan too

Minato knew Sage Mode Lol and he has the capability to at least keep up with all 6 Pains due to his speed.The only problem will be Deva Path.He can stall all of them for some time.Not defeat them obviously

Tsunade, like Kakashi got showed up by Naruto again and again. 12 y/oNaruto saved Kakashi's keester in the Land of Waves arc when he through the kunai at Zabuza who had Kakashi trapped. 12 y/o Naruto also negged Kabuto with a rasengan while Tsuna was having a crisis in the middle of a fight. 16 y/o Naruto finished Kakuzu, where Kakashi failed. 16 y/ Naruto stomped the 6 paths of Pein when Tsuna and Kakashi both flopped. Look at the War Arc and it's basically Naruto carrying the SA.

And yet somehow, FodderKakashi is made 6th over Nartuo. SMH
