Probably so. For both cases.

The Sage said it took Ashura's chakra and Indra's chakra to awaken the Rinnegan. As long as you have those two, it shouldn't matter which side has which or how potent it is. Though maybe a user would die before they could awaken it? It would probably take longer to awaken. Just like how Obito was able to awaken the Juubi despite not having all 9 Bijuu chakra, it just took longer for it to happen. I imagine a similar case with the two chakras and their potency.

Rinnegan is awakaned by obtaining Hagromo's chakra which didn't happen in Naruto's case who awakaned his other power RSM
