Will Sasuke get a new arm?

I don't think he is gonna get back an arm. Even if he was to be offered one again, I doubt he would accept. It can always be a sign that revenge and hate are not the right path and that he almost killed his friends. It's part of his redemption.

in sasuke's 23 seconds of screen time, we never really saw whether he had an arm or not.

No, he won't get a new arm. Sasuke is the type that hates relying on other people's generosity. Only way he gets a new arm is if naruto knocks him out, drags him back to konoha, and then while unconscious tsunade does the replacement surgery.

I don't think he is being coy about it. In chapter 700 sasuke grabs his sword with his right hand. So no he doesn't have his arm back

That's not out of character, he has always used ninja tools primarily with his right hand, including his Chokuto.
