No, the point of the story is to see Naruto become Hokage and change the world. Which Naruto does not do on his own. To claim he does it on his own is to go against his character, and idea of "understanding". "On his own" is the Sasuke way of doing things.Don't mix feat and influence to story line. Feat vise, yes he saved the world. But the point of the story is to achieve peace. Peace between his two sons and their transmigrants. Naruto achieves that on his own.
Naruto is the most relevant, of course, because he is the main character. However, he hadn't the greatest development, his development comes down to strength only, and he has the complexity of a door.
The character that got the greatest development is undoubtedly Sasuke. I find him the most complex character and the one who most learned with his mistakes at the end, something we see in his speech in chapter 699. Sasuke is also the character who had most impact in Naruto's life during the manga.

So if it's a combination of both, Sasuke should be at the top, he has both, relevance and development. Naruto just has relevance above him.

I concurNaruto is the most relevant character in this manga lmao. If anyone thinks otherwise .. they need to stop smoking that crack. Anyway, he developed really well. I dislike TnJ, other than that I believe he is the most developed in the series. Sasuke is great too.
I don't like what he did with the females though.
