Scene1: Neji easily blitz towards gaara and proceeds cut through his chakra infused sand with jyuken.

He is more than agile enough to avoid all of gaara's sand attacks with ease , not to mention the byakugan which ables neji to not only see all the sand , but to "sense " all attacks accurately within a 50m radius

Even if sand managed to grab neji chalra can be used to simply remove it or to null it using jyuken to channel into it.

It only makes sense since gaara's sand could not keep up with unweighted lee who could not bypass neji's reaction meaning the sand gets reacted to with more ease than lee. Neji showed more than enough speed to dance around the sand and with jyuken he can bypass it.

Scene2: Garra bein smart would fly up and would kill neji sooner or later , bad match up.

If we had a better idea of what Neji's gentle fist can do to the sand that would help.

Sit. 1 is up in the air but I'll go ahead and give both of these to gaara. He just has too many advantages over Neji, and gaara was ruthless back in those days.
