Lee was only faster than neji if he used the gates, neji was faster than base lee. Sasuke was only as fast as base lee(without weights)

Naruto used the kyuubi's chakra otherwise he would have been beaten. Naruto with kyuubi's chakra would have stomped sasuke and base gaara too, so there goes that argument.

That same Naruto overwhelmed Sasuke at Vote until Sasuke got a third tomoe.

You are missing the point, read the OP. This is chunin exam sasuke, he doesn't have 3T sharingan, he doesn't have any skill in using CM either because he didn't swallow the mind awakening pill.

Sasuke would not have won. Neji had better speed, sharper eyes, better taijutsu and defense

Unfortunately, I think Sasuke can only win with the CS, same reason why Naruto could only win with the Kyubi chakra. If Sasuke manages to push out a little of that CS chakra, he can overwhelm Neji and beat him with a Curse Seal enhanced Chidori.

If CS is restricted then Neji will have more chances to win, but he will not be able to win easily.

Oh your god what? Neji was unaffected or surprised by lee's speed until he started to use the eight gates. The data book isn't wrong if it doesn't contradict the manga. In this case it doesn't, sasuke's speed was equal to base lee's speed(without weights), not gates open lee.

Lee with gates speed>neji's speed>base lee's speed=sasuke's speed
