If Dio goes into the sun, he's gone, but against most people, Sasuke included, he can stop time and get in an abundance of good hits. "The World's" power sort of negates pretty much any other ability, making him a good match for nearly any character, save for those with incredible regenerative powers that would allow them to recover from having their body destroyed. Even then, it's difficult to so much get a hit in when he's stopping time right before he gets hit.
