Kisame got caught. Itachi got caught. Itachi reversed the genjutsu. Kisame did nothing.
Sakura actually had a 3.5 on the second databook (that covers This period) and a 3 on the first. Still bigger than Kisame.
Also, we compare the power of a genjutsu with who it defeated. If you don't have any extraordinary feats of chakra control or databook stats the character will get caught in a genjutsu that caught someone superior.
