Gengetsu low diffs Sakura. And he most likely defeats Haku too. The thing is how much of a bad match up Haku is to the Mizukage (his ice release can cool down the Joki Boi, freeze his líquido body) and how much more difficulty it will be for the Mizukage to defeat him rather than another shinobi of the same level...
