Chikamatsu was the first to use Kagutsu no Jutsu on
earth. By making Sasori say that Chikamatsu wasn't the first pupeteer would mean he knew of the Otsutsuki's existence on the moon which
would be a plot hole since nobody in the current era knew of their existence.
It's called character perspective; they draw conclusions based on what they know/what facts are available to them. It's like the smartie tube test used to identify autistic individuals...
Children get shown a tube of smarties with a pen inside and then they are asked to recall what was inside. The lid is put back on and the child is asked to state what another person who saw the tube would think was inside... An Autistic child would state "a pen" since they lack Theory of Mind, which is the ability to put themselves in the shoes of another person and see things from their perspective. A child without such an inhibition would of course, answer "smarties".
