Neji had one on-screen fight on a mission against an actual enemy, Kidomaru. Who was strong enough to take down Konoha Jonins. And we all know Konoha Jonins > Iwa Jonins.

Neji own in both scenarios. Kid Kakashi is slower, and weaker in taijutsu.

The oto-quartet was weak, a lot of jonins are able to take them down 1vs1.
Kidomaru lost to neji because he was carless and had no intel on the hyuga clan, he was also still weakened due to the fight with genma and the other jonin.
Kid Kakashi is jonin level and is a lot faster than neji who got blitzed easily by jonins (you said that Nejis speed is better than adult Kakashi) take a look

Neji's Databook score in speed is 4, Kakashi's is 4.5, not a big difference.

How is that even a blitz feat when he was aiming for Hinata, not any of them? Gai was the one who held Neji back anyways... and that was back when Neji's speed was at 3 [it became 4 in the SRA]

The manga also shows that raiton can cut chakra, but kid kakashi has other ways to bring chunin exam neji down
he has lot more experience, is faster, better battle tactics, able to do clones (neji can't differ between them), better senses, overall a much better ninja, thats why he was a jonin in age of 12 years, he already killed people, neji doesn't stand a chance.

neji was the ideal opponent to fight kidomaru because he was able to cut the webs with his jukken, but he was also half dead when he killed kidomaru.
sharingan kid Kakashi is clearly above him, he fought in a damn war and killed a lot of people, he still fought many iwa shinobis at the same time, even though he was drained

The jonin who kept an eye of the battles, blitzed him before he could kill hinata, which means he is faster than neji.
Kid Kakashi is on that level, too.

well it cuts through lightning and is able to pierce anything so the datebooks says it.
Rotation can't be kept up for ever, kakashi can dodge it and the moment when neji stops the rotation kakashi blitzes him.
