Who's the best Genjutsu user in the Series out of every Ninja in Naruto?

Itachi.

Itachi definitely. He's the only one who has consistently used genjutsu in all of his fights as well as having both visual and non-visual genjutsu.

Madara/Kaguya's IT might be more powerful, but we only saw Madara use genjutsu 3 times in the manga.

Didn't Sasuke put all nine bijuu under Rinnegan genjutsu at the same time? That's probably the best genjutsu feat in the manga other than Mugen Tsukuyomi.


If we exclude all the Rikudō powerups, then it's Itachi.

You mean kabuto, while kabuto did use her genjutsu, he enhanced it. Her genjutsu was broken by shikamaru while even skilled genjutsu users like itachi and sasuke couldn't break out of his own

Well, not exactly. Obito put the 4th Mizukage (Yagura), who was the jinchūriki of the Three Tails under a genjutsu. The manga said that Yagura was a perfect jin, but if he was, the Three Tails would have broken him out of it the same way the Eight Tails broke Killer Bee out of the genjutsu Sasuke used on him.

Yeah but that's not even Sasuke's power alone, it was a gift from Rikudo. A normal Sasuke with 3T/MS is nothing in comparison to Itachi.

Shisui also had the ability to control people without them noticing, but he has no feats.

Shikamaru used his shadow to break his finger, there's no proof Kabuto enhanced anything.

Sasuke did it with just a glance and all the Bijuu were put under Genjutsu. Obito was using the Outer Path to control the Tailed Beasts not Genjutsu.

I'd put Obito up there with Itachi. He controlled the Kyuubi by just using his 3 Tomoe Sharingan and was controlling a Perfect Jin with Genjutsu for a Number of Years.
