Shisui has the KA hype and Danzo on a good day can one-shot people like Jiraiya and Mu.

Being able to manipulate people with KA doesn't make him stronger than them. Why aren't they near the top? Most people on the list can't even counter it.

Being able to manipulate people with KA doesn't make him stronger than them. Why aren't they near the top? Most people on the list can't even counter it.

Most of the People on the list have the speed feats to counter it and can literally one-shot him before he activates it and some of the People on the list KA doesn't even work on them.

None of the bolded can one shot before Shisui uses it, nor can they evade it, nor can they blitz. Not to mention ranking based on VS match ups is flawed. You rank based on overall worth.

Shisui with KA can One-Shot guys Jiraiya and Muu and it might not be Cannon but he does have Susano'o and was considered Konoha's fastest Shinobi excluding Minato. Danzo has Izanagi he can use 10 Times and on a good day can use KA.

Except the lists are based on overall power, a lot of the prior that you have put above shisui can't counter KA either
Yet they're above him due to being stronger overall.
This is the same with Muu and Jiraiya, they are stronger than Danzo and shisui
I would put even Ay, Onoki and Kisame above the likes of Danzo who is above shisui
