Just my opinion on the matter
The beginning of Part 2 was little boring but pretty much as soon as Asuma's arc started, Naurto started to peak.
Hidan/Kakuzu Arc - This was a really good arc, as it shifted focus to Shikamaru and his squad. Asuma's death was well done, and it had great shonen subplots like the true Kings of Konoha.
Itachi's Pursuit Arc - One of my favorite arcs. I don't really remember it in the manga as much, but in the Anime it was really well done. Sasuke proved that he is MC material (atleast at this point in time of the manga), and really carried the show, albeit for a short time. He gathered a pretty good team with decent gags, with the only annoying one being another dumb ***** having a crush on Sasuke like his other 999 fangirls for no decent reason but I found her funny for comic relief. But still, this is one of the few pure "adventure" arcs, something that Naruto (the manga) was lacking. I enjoyed it.
Jiraiya's death Arc - Underrated arc. Jiraiya's death was the best death of the manga. Everything that led up to it was great. Pein established himself as the best villain of the manga. The setting was badass. Great dialogue (for a shonen anyway), and most importantly, one of the best fights of the manga. Jiraiya is a standout character of the manga, and pretty much any arc with him in it is guaranteed to be good.His death in the anime when he says his last dialogue about Naruto as he drifts into the sea was emotional
Itachi vs Sasuke - Top 3 fight of the manga. Top 5 at worst. Great buildup, great plot twists and revelations. Orochimaru finally ****ing died for good. Goddamn he was like mosquito that wouldn't die. He had a spark when he started but then just became garbage. I do admit Kishi dropped the ball big time with Oro, but atleast he manned up and killed his **** up off. And of course Itachi. Hate him or love him(I dont like him), you can't deny that he's a badass. And even if you can, you can't deny that his (temporary) death was pretty emotional. And plus, even if you dislike him, his development and backstory is clearly one of Kishimoto's greatest in this particular manga. Which may not be saying much for some of you, but it is what it is.
Pein nukes Konoha Arc - Naruto is FINALLY A BADASS. Many waited for this moment for years on years on years while all this time Lord Sasuke got all the badass moments. That alone got me so hype and alone adds greatness to this arc. Pein vs Naruto is clearly the class of this manga when it comes to battles. There were false deaths WHICH I HATE, so that brings it down a tad. But still the drama, tension, dialogue, emotion were all pretty top notch for this manga. Pein like I mentioned is the best villain and he alone brought a lot to this arc as well.
Kage Summit Arc was cool, but it started to fizzle out here. Last time we saw Sasuke he had developed some Main Character swag, but now his character started to become too dark and irredeemable, probably a huge mistake on Kishi's part seeing as how he wanted a happy ending all along. Hell if he went through with Sasuke being a legit FV who is defeated and dies at the end, I would like this arc a lot more. But yeah, a couple cool fights, and some insight on the other Kages which was dope. Other than that, some shit moments like Naruto hyperventilating.
And the best part was the pacing. All this took place in 180 chapters.Naruto didn't really "fall off" until chapter ~500.
