Yes, Hinata put Kiba and Shino at risk by letting Naruto cheat, but so did Gaara, Shino, Lee, Neji, Sasuke, Ino, Kiba and everyone else who cheated. THey all put their team mates at risk. Hinata fought against Neji and Pain, both who were way above her, was willing to ignore Naruto's love for the sake of the world, trained despite being put down by her own family, and was able to pull herself together after Neji's death and do so to Naruto as well.

Sakura cried and cried when she thought Sasuke was dead, cried more when Pain attacked, cried again in the Kage summit, unable to finish her resolve, cried when Sasuke didn't notice her, etc, etc, etc

She has a mere 0.5 diffrence in intelligence from Sakura.
