There are many reason why Kankuro wins againts Kiba
1.Kiba can't destroy the Salamander Puppet (with that puppet Kankuro is protected)
2.Kiba can't stop the Sasori puppet offence
3.Kiba can be fooled quite easily i am pretty sure that he can fall in Iron Maiden Trap

Comic relief scenes are cute, but in a hypothetical fight, Kankuro has not enough jutsu priority or complexity to force anyone into a gas bomb. any non-featless ninja can evade that. Kiba could even blow straight thru itwith enough force to dissipate it/ot be hindered by it.
