People forget that Shino made it to final rounds of the Chunnin exam, I think he may be stronger than what people believe him to be. But we've seen more of Lee's moveset so I'll have to say, yeah Lee could probably is the strongest of the K11.

Sakura does not super physical strength as shown when she couldn't overpower Sasuke when he choked her. She releases chakra from her fist/feet on contact to do damage. It's all chakra control and Kakashi explained this.

Lee is the strongest physically.
