My theory is that Kishimoto was thinking along the lines of: opposites attract.

Hinata is very shy and withdrawn, she is Careful and thinks before she acts, while Naruto is very out going, doesn't think first and can be careless.

SaI and Ino, Sai doesn't know how to socialize and Ino is a social butterfly

Sasuke and Sakura: Sasuke stays calm, rarely gets worked up over anything and Sakura does.

Will you please stop you’re lies, the fact remains that NaruHina was real from the beginning. Look at all the early drawings it clearly shows Hinata with Naruto in the background. Sakura and Sasuke had yet to be invented. Kishi created Naruto and then Hinata back to back. Sasuke and Sakura were created back to back, that is historical fact.
