Because when a car accident happens people call medical care regardless of situation and how dead someone looks.
And appearany looks can be decieving as the cat was alive enough to escape being burried.

I don't think most people's normal response is to get medical help when they see a seemingly dead animal lying in the road ~ which people would do if it were a person

Well, to be completely fair the human isn't 100% at fault... how would you react to some creature jumping out infront of your vehicle... (keep in mind how other drivers would react...)
