So Indra could not have had EMS as he was the first Uchiha. Yet his Susanoo Avatar was bigger and more complete even when compared to EMS Susanoo. How come he had perfect Susanoo when at max he could have had MS ?

Because Susano'o is reflective of the user's chakra. Indra's chakra was very powerful; so powerful that his descendants were even hailed as having strong chakra and he could manifest Perfect Susano'o without an EMS. EMS is just another way of regaining light but it also strengthens the users chakra (hence why Madara and Sasuke only manifested such Susano'os after gaining their EMS'). Indra didn't have to do this because his chakra was already very powerful and he was for all intents and purposes, the root of the Uchiha's strong chakra.

When you say chakra is 'powerful' , what does that mean ? If chakra is anything like mass, length etc. , then its 1 unit of power = 1 unit of someone else's chakra. So was Indra's chakra 'more' or 'more powerful'?

Well you remember how powerful Naruto and Sasuke got when they got the chakra from Hagoromo? Or how much more powerful Madara and Obito got when taking in the Juubi's chakra? Like that. His chakra was potent enough to utilize the "Perfect Susano'o" without needing an EMS. The manga always stipulated that getting the EMS was basically like intertwining the donee and the person's eyes who's being transplanted. Remember, when Sasuke first implanted Itachi's eyes, he said that he felt Itachi's power flowing through him. It's like a harmonization of the two brothers chakra making their chakra more powerful and letting Sasuke (and by extension Madara, who did it first), access the highest form of Susano'o. Stronger chakra = Higher form of Susano'o. Indra descended from Hagoromo directly and thus has very powerful chakra.

I thought by now after seeing Madara preform Susanoo with no eyes or Kakashi using kamui Susanoo with no sharingan eyes, that there is a general understanding that power equals chakra.

Your eyes are responsible for showing true potential, it's the chakra level that you posses that counts regardless of what eyes you have.

Indra has his fathers level of ocular/spiritual chakra

No, Obviously both sons inherited different aspects of their fathers powers, Indra had a strong Sharingan, hence him being able to manifest perfect Susanoo without EMS, also EMS isn't need for Perfect Susanoo, its purpose is so the Uchiha's light don't extingiush.

There could be another way to look at this. Since Sasuke / Madara physically took their brother's eyes , they could have absorbed more chakra. So instead of being more powerful or more potent chakra , it could have been simply more chakra. Since Uchiha's bloodline must have thinned, it maybe that they require more of the same type of chakra to achieve a full Susanoo instead of harmonization.

He has the sages chakra like sasuke. A good example would be kakashi getting PS. Kakashi only had piece of sage chakra yet he advanced his susanoo quickly so something like that should be possible for indra.

Having Susanoo and having a perfect Susanoo is different. Say Indra lost a close friend or someone , he could activate MS and get a Susanoo. But a perfect susanoo......
