what do you think it would have happened if obito had attacked the kage summit with sasuke, taka, the rest of the akatsuki members(e.g. only kisame) and his 100 000 white zetsus?
i know the plan of obito was to lure naruto and bee out with the war but he could have gotten rid of the kages eliminating all possibilities of an alliance and also the chance to make a strategy and then attack every single village until they found naruto and bee.
i believe obito would have stomped super hard everybody in this way

obviously the white zetsus wouldnt defeat the kages but they would serve as decoys to stale the reinforcements while obito, kisame, sasuke and taka take on the kages besides the kages at this point didnt trust each other so they wouldnt fight together as a team

He was talking about the War, he didn't have enough power to take on the whole shinobi nation unless he used the power of seven bijuus otherwise they wouldn't stand a chance:

MS Sasuke doesn't compete to the five kages let alone the gedo mazou, yet he sent them there to take them all on.

It was his method of training Sasuke, Obito himself would of easily dispatch them without summoning or warping gedo mazou for use.
