Sasuke alone moves faster than any normal human in Attack on Titan. His sharingan will let him see through Levi's movements.

In a 1 on 1 no one's a match for him though. Levi's speed is nothing special, not even compared to part 1 Sasuke who could literally react to sonic+ speeds neg diff while carrying his partners away.
