As already seen he possessed the ability to summon spirits from the afterworld. That being: summoning Godtachi the one who Black Zetsu deemed Invincible and even chapters after his death Itachi's relevance is paramount in the whole story. The only reasonable explantion affiliating with this manga's story is that Hagoromo was afraid of Itachi's reaction if Homoromo resummoned his should for the second time.
