I think Manda 2.0 is strongest, after Gedo / Bijuu. It's a shame we never got to see Kabuto use it again, although I suppose it wouldn't last against Susano'o anyway.

Biggest doesn't necessarily mean strongest, it's got no physical attacks and is pretty much solely used for support.

Katsuya is just a big lump tho, ppl can avoid it and it takes absurd amounts of chakra to summon the really big versions, which one could simply avoid until time for the summon runs out.

She can use acid to attack. Physical attacks can't hurt her because she can split her body and probably self heal too. Orochimaru even acknowledged that katsuyu's acid was probably strong enough to kill him instantly (if it hit)

Katsuya moves like molasses in winter, I don't know any competent shinobi who would even allow the slug to get close enough to even get hit by it and it's pretty much got just that and it's bulk for offense. The toad sages and enma aren't even anywhere near it's size yet they pose more of a threat than it in almost any situations I can think of.
