Rock Lee first attempted to use it on Sasuke which failed because of Guys interference.
Rock Lee also used it on that sound ninja guy while protecting Suckara in the forest of death but his buddy soften the ground
Rock Lee next attempted to use it on Gaara but it was a sand clone.

What I'm basically trying to say is it's OP and just like amataratsu extremely powerful but never succeeds and i think it can kill ANYONE with a direct hit.

I think it was filler, but Naruto healed it off with the Kyuubi chakra, so any above average Medical Ninjutsu could likely heal it off.

Substitutions work too, regardless of whether Lee realized they escaped or not.

I guess he means, if it lands, who can tank it? Most people would probably get knocked out. Third raikage or kakashi (pretty much anyone with durability feats etc) can tank it

If you're talking about what Sasuke did to Naruto, that wasn't Primary Lotus. That was called Falcon Drop.

Now, if you're referring to another filler, I wouldn't know. I rarely watch fillers.

Naw, you're right. I haven't watched or read part I in quite a while. My substitution point still stands, though.
