His Chakra didn't take a dip and he didn't have to struggle with it. He went and activated Infinite Tsukuyomi and World of Tree Genesis a few seconds later in which both are Planetary Jutsu and even after than he still had tons of Chakra left. Those were definitely Casual.

The scale of a technique does not always decide it's chakra requirements. I would agree though that he could have made them much larger.

Actually it does. The more Chakra you have the stronger the technique becomes. Sasuke's Rinnegan techniques could very well be around country level.

Derp, but just because Infinite Tsukuyomi, for example, targets most living creatures, doesn't mean it takes the most chakra.

I'll give it to Toneri. Just like with Madara, Toneri has a counter to pretty much all of Sasuke's abilities, and Toneri's own powers are just on a more enormous scale than Sasuke's.
