Actually Naruto Wasn't Good At Forming Rasengan Either...He Had To Do It With Clones Or Chakra Arms & Minato Doesn't Have Such A Problem.
Naruto Couldn't Maintain The Bijuu Chakra Beause He Wasn't Good At Controlling His Chakra & When He Trained He Gained Mastery Over Chakra Control But Minato Doesn't Have To Train He's One The Best If Not The Best In Chakra Control.
