There's absolutely nothing Kakashi can do about Kirin... As for intelligence goes, we have a different opinion about Kakashi.. The only person I think is smarter than Sasuke in battle tactics is shika and his dad.. There's about five people that I put on the same level as Kakashi and Sasuke is definitely one of them..
Kakashi can prevent Sasuke from doing it, is how. Sasuke has to change the atmosphere here to pull off kirin(given OP didn't say that they're fighting in a thunderstorm), which is Kakashi is going to be looking for. In this regard he could make sure he turns this in to a close quarters fight and prevent Sasuke the chance to use it.
Remember, the only reason he was able to pull this off vs Itachi is because Itachi was exhausted, nor did Itachi ever even try to intervene(and we learn that's partially because he had no interest in actually killing Sasuke, on top of his exhaustion). You're gonna have a hard time arguing that Kakashi, with full knowledge of the technique, seeing the thunderclouds come in, is just going to sit back and wait for Sasuke to strike him with it.
He's either going to keep Sasuke on the defensive, is going to substitute his self for a clone(something he's a master at doing), or insert any other possibility here.
And no, Sasuke is not on Kakashi's level in battle tactics. Kakashi is the one that team 7(including Sasuke) shut up and listened to when it came to developing the plan to defeat Kaguya. Not Sasuke. Kakashi has the hype of never falling for the same technique twice. He has the feats that support that statement.
There's only 2 instances of where Kakashi delegated the role of developing the battle plan in this manga. The first instance was when he allowed Shikamaru to develop the plan against Kakuzu and Hidan, and this was explained quite clearly to be because Shikamaru had much more intel on them than Kakashi, and had been working on a plan long before Kakashi joined their team.
Number 2 is when they were in Sasuke's susanoo during Mugen Tsukuyomi, and Sasuke was the only one who could see outside of the susanoo.
So going off the hype of Kakashi(never falling for the same technique twice), him backing up that throughout the entirety of the manga, and a stronger, more experienced version of Sasuke leaving the plan that would decide the fate of their universe in Kakashi's hands rather than his, I think it's pretty fair to say Kakashi is the superior tactician.
Now, that doesn't mean Sasuke is dumb. He's obviously not, but he's not in Kakashi's league. The manga makes that quite clear.
Also, I don't like using databook scores especially because we don't really know how to take them(like what does "base" mean for each character and whatever else), but Sasuke is listed with a 3.5/5 intelligence score in the 3rd databook, which does cover Hebi Sasuke. Kakashi is given an intelligence score of 5/5.
