This was Sasuke after dealing with: the Kages, The Kages Bodyguards, Danzo, he clearly isn't going to be able to move at this normal speed, he is very low on chakra and experiencing the painful side effects of oversusing MS.

Sassuke has very well chakra/stamina levels due to being reincarnation of indra, he got healed by karin short before sakura and kakashi arrived.
The jutsu chidori (the stab) only can be preformed by a fast movement of the arm and it doesn't matter in which condition sasuke was because the stab itself is always a fast one.
The fact that sasuke was able to use it in his weakened state speaks for sasukes chakra levels, but also for kakashis reflexes with only one eye while the sharingan is covered.
