Is it in reason to presume that Jinchuuriki with Sharingan (AKA: Madara Uchiha and Obito Uchiha) are capable of performing the Rasengan?

Now if you need an explanation for my reasoning, here's what it is. Minato said he based the Rasengan after the TBB. Killer Bee confirms the process was the same when Naruto was attempting to make a Bijuu Dama for the first time. So naturally, if a Jinchuuriki can perform TBB, and say the Jinchuuriki had the Sharingan to analyze, memorize, and replicate abilities, that said user should be able to perform Rasengan?

Well yeah Madara was well known for killing people with their own jutsu's back in the day. I do believe every sharingan user can copy their opponents jutsu's if they are skilled enough.
