We haven't seen enough from Kyoraku to determine his true strength. But I hold the belief that he's stronger than both. He is captain-commander after all, and he was also confident enough to take on Yammamoto.
- It was already said that there is no one strong enough to replace Yamamoto on that position, and that was said by Ukitake himself. Kyoraku sure has mind for CC, but when it comes to power, he is weak compared to Yamamoto.

- Kyoraku was never sure to take down Yamamoto, Nanao, Kyoraku's VC said that both Kyoraku and Ukitake (it was said that these two are as tag team nearly unbeatable) don't stand a chance against Yamamoto.

Well he was trained by Yamamoto, which should surely mean that he is indeed powerful. Every time he fought, he was always carefree. We never really got to see him serious, which is probably why we never got to see his bankai yet.

But like I said, it's just my opinion. There's not enough evidence either way to support Kyoraku's true strength.

Fair enough. Kyoraku is one of the strongest captains around. When it comes to his power he pale in comparasion to Yamamoto hard, but majority of Bleach, if not even all character do, but when it comes to leadership he is even better.
