Currently I would say Kenpachi and Byakuya but once Shunsui fights Haschwalt and uses his Bankai then I may change my opinion

Byakuya and Kenpachi wins.
For Kenpachi it was said that if he dies, Gotei wouldn't stand a chance in war against Quincies. Similar statament was never made for Kyoraku.
Byakuya was able to beat Robert, Candice, NaNaNa in a fight. Kyoraku was around equal with Robert. Kubo portrayed Byakuya as stronger.

I doubt shinji knows what kyoraku bankai is..
An that was shikai kyoraku fighting OMQ his bankai might just be a complete game changer,just have to wait an see.
These fights are hard to call have to see kyoraku full power.

Shinji was likely around 200 years ago, at that time Kyoraku was already a captain. If I remember correctly Chojiro used his bankai 200 years ago (?), I doubt Kyoraku didn't use it in last war against the Quincies. Shinji who was likely around that time, is probably aware of it. On top of that, Kyoraku's bankai is probably not that big secret, since Byakuya was able to learn a lot of Chojiro's bankai from books (and he also mentioned Kyoraku's bankai). Shinji is much older than Byakuya, so not just that Shinji probably could get some infromations from books, but he also probably seen it.
Either way, Shinji is not well awared of Zaraki's power either, considering that Zaraki got them during the war.

Um no kyoraku has been captain way before shinji an I doubt shinji was around 200 years ago an if he was he won't a captain...no chojiro used his bankai was before 200 years ago...last war against the Quincy won't 200 years ago it was 1000 years ago an kyoraku was just a child or probably not even born yet...no Byakuya just said he learnd bankai befor kyoraku an ukitake he never said he knew what his bankai did.
An yea I'm pretty sure shinji is aware of zaraki power up an that's why he said what he said.

On the contrary, I said that Kyoraku was captain before Shinji. I said, Shinji was around during the time Kyoraku was captain, I never said that Shinji and Kyoraku became captain around the same time.
Shinji in TBTP looks older than current Byakuya. Current Byakuya was teen 100 years ago. Since Shinji looks older, it's very likely that Shinji was shinigami 200 years ago.
First war against Quincies was 1000 years ago, second was 200 years ago. So Kyoraku was already a captain during last (second) war with Quincies.
Which mean that there exist some information about their bankais, but it's not just that. Shinji was around when Kyoraku become captain.
I don't see how would Shinji be aware of Zaraki's newly power, when he never saw the training. The only possibility how he based his statament, is due reiatsu and it's not hard to sense Kyoraku's.

Well alot of people are an was around while kyoraku was captain...he still is a captain as a matter of fact don't mean they know what his bankai is capable of.
Well yea shinji is older than Byakuya he probly was around 200 years ago but probly won't captain yet.
The war that happen 200 years ago most likely won't a very big war where they had to go all out so I doubt kyoraku used his bankai an if he did shinji probly won't around but yea I doubt he used it.

Well I mean zaraki should be giving off a new an stronger reiatsu now that is one way he knew an kyoraku has not entered bankai which should increase his spirtual pressure right?
I think shinji said thoes zaraki words cuz he's a monster with very large spirtual pressure but don't mean he can't be beaten by a smart opponent like kyoraku.

Again, I never said that Shinji was captain 200 years.
Byakuya from his teen appearance to his current appearance, needed 100+years. Not to mention time before that, from his birth to TBtP arc. So Byakuya is likely one who was little child during Kyoraku's first days of captain. Kyoraku is captain (somewhere between 200-300 years). Shinji in TBtP looks older than Current Byakuya.
You could estimate someone's power in bankai, based on their reaitsu in base/shikai adding increase 5 - 10 times.

We haven't seen enough from Kyoraku to determine his true strength. But I hold the belief that he's stronger than both. He is captain-commander after all, and he was also confident enough to take on Yammamoto.
