Itachi isn't the best in terms of stamina. But saying that he is at "fodder" level is also retarded. It's quite a feat given his conditions.

quality != quanity of chakra.

Bascially what I believe this scan means is Itachi has powerfull chakra as all important Uchiha in this manga(less or more powerfull). That why his techniques/abilities were also very powerfull when used, however his quanity of chakra was still low or at the most average. MS techniques required use of that powerfull chakra to be effective and deadly or else Itachi would use much lower quality of chakra(converting it somehow, increasing his amount of chakra) however These Techniques wouldn't be as deadly as they once were.

So Either he spent his chakra on powerfull attack using the highest quality of his chakra but lasted very short, or used powerfull Ninjutsu with less quality of his chakra but lasted much longer.

Basically they're salty because Itachi outshines their fav.

Contrary to whatever is said by anyone else (not saying you're wrong), my head-canon has a very distinct idea on Itachi; his chakra is potent but not plentiful.

At least not the ridiculous levels we've seen Naruto and Sasuke hit - in this, Sasuke surpasses him. But I like to think Itachi has him well countered when it comes to important traits such as; control, patience, intelligence, strategy and ingenuity.
