There are still a great many things we don't know about Toneri. Like how'd he create that cage. Or the extent of his energy beam when he cut the moon. Or how well he controls his puppets. Or what else the Tenseigan can do. We also don't know the power level of Naruto at that time. So right now it's still too hard to tell just how strong Toneri is.
