I know it sounds strangely and some call it shit threads, but I would like to know possible reply.

Of course this is not slowing down time around himself because it only lasted short moment before it ended.

I just guess this is how Hyuuga were spreading detection sphere which around himself which entered by anything automatically alert Hyuuga's mind so he/she can send signals through nerves to his/her body to dodge or react properly. After that 1 second in real world and few seconds for Hyuuga, their's minds return back to normal speed of grasping stuff around him.

Lol idk. I thought it is more something like area of perception which one entered allow Neji to know about it faster then he would using eye and other senses to get aware of that, allowing him to message his body to move eariler then normally which can be reason of evading attack...

I would agree, but it was shown with darker color of area then what you shown me. Besides that I doubt Neji would have need to I disable or terminate his 360 degrees vision to enable it again, so I think my guess is better but I am open minded.

In order for neji to accurately detect all daggers from kidomaru has more to do with sensing them once they enter a 50m radius , thats how he could react to every single one while standing stillB-)
