Who was Kisame talking about?

So during his last fight with Gai, Kisame mentions that he has known two other shinobi as skilled as or more skilled than Gai in taijutsu (top left).

I've been trying to think of who he could have been talking about, and the only ones who come to mind are the 3rd and 4th Raikage. There is also a chance he might have been referring to Might Dai, simply because Dai opened the 8th Gate and took on all 7 Swordsmen of the Mist (though Kisame wasn't one of the 7 at that time). Do you have any other ideas as to who Kisame could have been talking about?

I was leaning toward 3rd Raikage and Dai. I also thought that there was an off chance he might have been referring to Kimimaro, but there's no way Kisame could have known about him.
