Actually, shino imo is one of the strongest with his chakra draining beetles :| and just because one beats the other doesn't mean they are stronger. Hinata has ZERO battle feats in 700 chapters apart from getting wrecked by both Pain and Neji.Sakura on the other hand also doesnt either but at least she defeated Sasori albeit with Chiyo help so as Sakura is fodder that makes Hinata even more of a fodder.
