Not just because they're "top tier" they automatically have the haki that can stop Law's cutting power
because even a full armored body Vergo couldn't unless you can show scans that they have such haki
The second bold, I shouldn't and don't even have to explain. Doflamingo just lopped off Law's arm and has been only superfluously injured so far. Garp and Sengoku, who are both ahead of him by powerscaling, ain't gonna be defeated by Law.
