You said non-Uchiha, but Obito was an Uchiha and I don't think that he could deactivate Madara's Rinnegan. So anyone who is not the "owner" of the eye could not deactivate it.

There isn't really anything to suggest that Hagoromo couldn't deactivate it, with the circumstances he needed it.

You said non-Uchiha, but Obito was an Uchiha and I don't think that he could deactivate Madara's Rinnegan. So anyone who is not the "owner" of the eye could not deactivate it.

If it was wasn't Sasuke's eye and instead just a manifestation of Hagoromo's chakra like how Obito gave Kakashi sharingan then it wouldn't have Amaterasu cuz it would be Hago's eye

I agree with the OP and it is Sasuke eye, Hagoromo just helped with it's awakening in Sasuke's body.

I think Madara also can deactivate his rinnegan also.
