Well I am just sorry but you clearly underrate Hinata here, at least in First Scenario where Neji's abilities are really restricted.

Take away neji's rotation an he still has the abillity to expel , control and use chakra from all his points , chakra which can be used to alter anything that comes in contact , for example , hinata herself

This chakra can be used to impede/block or alter hinata's twin lions causin the jutsu to malfunction since it requires the utmost perfect control to maintain an will fail at the slightest slip in control , thats only one advantage it can give.
This tactic can also be used to obstruct her advance causing her to thrust her twin lions into the chakra wall , neji can simply use his 4.5 in speed an faster striking speed to end hinata after this happends since she lacks defense , it can also be used to delay the vacuum palm for neji to easily evade since he has info nd could simply anticipate it with byakugan to which he can evade neg diff without even needin the chakra.
Also if it can be used to fill neji's blindspot an to change the trajectory of kido's super destructive arrow's that can clear a whole forest from well over 70m in a instant! , i see no reason why it cant be used to delay air palm even tho not needed , or used to unbalance hinata's feet when she advances with twin lions.

Take note that it was used by a dying p1 neji , so im confident that a healthy p2 jonin neji can use it more effectively right?.
Neji has the advantage in skill/knowledge/taijutsu/speed( quickness of movement , reflex ) / battle smarts and defense.
Hinata has the advantage in range an power( twin liom fist ) , which wont mean ntn against neji's speed/reflex/awareness an versatile full body chakra control.

Also i dont see why pain arc neji would way stronger that kisame fight neji , iv seen no feats to prove it , take naruto after his 2 years of training with the pervy sage for example
, no one would hav expected him to jus walk away from that with a bigger rasengan , no shunshin , no ntn lol.
