My opinion:

First, Part 1 Neji has advantage over Hinata against attacks from all directions for which Neji most likely used rotation:

Second, However, Once Part 1 Neji couldn't keep up with Rotation due to amount of attacks approaching him he decided to dodge:

^^ Neji was just dodging, and Hinata having speed on par or even little above(as I proved already) can deflect them even better with Twin Lion fists.

^^ Hinata can even more easily detect incomming arrows/webs/daggers due to wider range of Byakugan sight.

Databook IV states Hinata can do One body blow also, which means to do rotation she may lacks ability to preserve chakra emitted like shroud around body along with spining.

Third, Kidomaru would have to keep even bigger distance from Hinata or else she would pin point him and assault him with air palm, air palm wall while trying to close distance. While having to keep more far distance it would give Hinata even more time to react while she already has speed at least on par with part 1 Neji.

Neji's range in part 1 was around 50 meters, Hinata is 2 km. Good luck catching someone with such long rane off-guard with arrows/daggers.

Conclusion: Hinata low diff, if Hinata came at him with killing itent while being offensive.

In The worst case, Hinata mid-hard diff, If Kidomaru plays smarts and try to keep attacking from all sides while trying to confuse her to focus on something to fool her vision which would be very hard stuff to do.

Truth. However she makes up for it with 2 km range vision, while part 1 Neji had only 50 meters, that why Kidomaru could easily shoot him from distance no leaving forest while being out of vision.

I agree. What either people fail to notice or ignore on purpouse is that while Kaiten is great skill against opponents's with long range attacks.

However neither of Hyuuga have long range attacks as far as I remember so it would be barerly important against Hyuuga with miedium range attacks like vaccum palms
