Why do people say Rinnegan can't be deactivated?

At VoTE against naruto maybe he didn't deactivate it because it would cost a lot of chakra he didn't have, so he closed his eye because it was less taxing that way. Or maybe naruto beat the living shit out of him and he couldn't open that eye because of the swelling? watcha think​

there are a lot of reasons why he could have it active there. maybe to show off his newly gained ocular power? I mean you could ask why he wouldn't keep it on. Its his new power and if he can maintain it so what's the big deal? Its like being given a new powerful sword or some weapon and you hid it. Why?​
