No he couldn't because you need both rinnegan eyes in both sides in order to awaken the third eye. Obito admitted that he wasn't able to implant both. Because of that zetsu couldn't use obito

Before madara cast the infinite genjutsu. He said the stone tablet said when you have both rinnegan implanted when you get close to the moon the third eye will appear and you can cast infinite genjutsu. The third eye was a requirement in order to get kayuga back plus the ridoku charka was stronger in madara.

Still couldn't have happened because obito actually controlled the juubi/kaguya and separated it from him making it a tree. Madara on the other hand had absorbed kaguya back into his body with both rinnegan he was the true host . It wouldn't have worked with obito
